Carbon dioxide diffuses slowly through plastic bottle walls, so a carbonated drink in plastic has a shelf life defined partly by how much fizz it has lost. Glass is impermeable to it, so a sealed glass bottle holds its carbonation for as long as the seal holds. In a product that is essentially water and gas, that is the whole quality argument.

Glass does not let carbon dioxide through

Gas loss through the container wall is a real limit on carbonated drinks in permeable materials, and it sets a shelf life independent of any spoilage. Glass has no such loss, so carbonation is limited only by the closure seal. For sparkling water, where carbonation is most of the product, that difference is directly perceptible.

Once the wall is impermeable, everything depends on the seal at the finish. Liner material, application torque and finish quality determine whether a bottle is still fully carbonated a year later, which makes closure specification and torque control the main quality work in this category.
